Li Qiang and Russian Prime Minister Mikhail Mishustin Co-chair the 28th Regular Meeting between Chinese and Russian Heads of Government with Ding Xuexiang's Presence

On the afternoon of December 19, 2023, Premier Li Qiang of the State Council and Russian Prime Minister Mikhail Mishustin co-chaired the 28th regular meeting between Chinese and Russian heads of government at the Great Hall of the People.

Vice Premier of the State Council Ding Xuexiang was present.

Li Qiang said, under the strategic guidance of President Xi Jinping and President Vladimir Putin, China-Russia relations have continued to operate at a high level, with stronger political mutual trust, deepening people-to-people friendship, more resilient practical cooperation, and closer international coordination, setting an example of a new model of major-country relations. China is ready to work with Russia to take the 75th anniversary of the establishment of diplomatic relations between the two countries next year as an opportunity to follow through on the important common understandings reached by the two heads of state, continue to carry forward the ever-lasting friendship between China and Russia, push for new and greater development of China-Russia relations, continue to improve the wellbeing of the two peoples, and inject more stability and positive energy into the world.

Mishustin expressed sympathies to the Chinese side on the casualties caused by the earthquake in Jishishan County, Linxia Prefecture, Gansu Province. Mishustin said, Russia-China relations are at a historic high and maintain a momentum of rapid development, becoming the ballast and stabilizer of international relations. Russia is willing to work with China to follow through on the important common understandings reached by the two heads of state, strengthen cooperation in such fields as economy, trade, energy and investment, deepen people-to-people and cultural exchanges, and strengthen communication and coordination within multilateral mechanisms such as the United Nations and BRICS, to lift the Russia-China comprehensive strategic partnership of coordination to a higher level.

Li Qiang and Mishustin listened to the work reports from representatives of China-Russia Investment Cooperation Committee, China-Russia Energy Cooperation Committee, Committee on Regular Meetings between Chinese and Russian Heads of Government, the Intergovernmental Commission for Cooperation of the Northeast China and the Far East and Baikal Region of Russia, and China-Russia Committee on Humanities Cooperation on both sides.

The two heads of government fully affirmed the efficient and pragmatic work of the committees of both sides over the past year. The two sides agreed that at present, both China and Russia are committed to development and revitalization. The two sides should further enhance the internal driving force to develop China-Russia relations, expand bilateral trade exchanges and agricultural cooperation, create a better business environment for each other's enterprises to invest in their countries, jointly safeguard the energy security of the two countries, strengthen connectivity, enhance personnel exchanges and local cooperation, and ensure the security and stability of industrial and supply chains.

Li Qiang and Mishustin jointly announced the successful conclusion of the Chinese-Russian years of sports exchanges in 2022 and 2023, and the two sides will ensure the success of the Chinese-Russian years of culture in 2024 and 2025. After the meeting, the two heads of government signed the Joint Communique of the 28th Regular Meeting of Chinese and Russian Heads of Government, and jointly witnessed the signing of the minutes of meetings of relevant cooperation committees and multiple cooperation documents in customs, inspection and quarantine, market supervision, and other fields.
